WebbThe one in the game is sufficient and its in Skyrim.ini not the other one. Delete Skyrim.ini run the launcher again it'll recreate it with default (Vsync ON). Turn it off in Enblocal. Theres an inbuilt FPS counter in Steam window > Settings > In-Game > In-game FPS counter. Turn it on to check fps. Yours is going haywire. I did not.

With everything maxed out, (including 8x AA and 16x AF) on 1080p I get about 45-60fps in general outdoor areas but inside it hangs around 35, rarely breaking past the fourties.
